清代衙役制度研究

Study on the govern system in Qing Dynasty

衙役是行政系统的最底层,是政府政策的具体执行者。随着衙役制度的变化,衙役在封建体制中的作用越来越重,在地位与经济待遇逐渐下降的情况下,他们利用手中的权力和法律上的漏洞剥削百姓,即使当政者针对他们制定了一些列措施,但效果不明显。衙役群体与封建制度是不可分割的,相互依存的,衙役的腐败同时也是封建制度本身的腐朽造成的。

Government runner is the specific implementation of government policy in the bottom of the administrative system.With the change of the chief system,the role of the runners in the feudal system is getting heavier and heavier.In the case of declining status and economic treatment,they exploit the power and legal loopholes in the hands to exploit the people,even if the authorities have raised their requirements.But the effect is not obvious.The government and the feudal system are inseparable,interdependent,and the corruption of the runners is also caused by the decadent feudal system.
