规范性文件是高校法治的基石和依据,虽不具备法的属性,但其具备的普遍约束力、反复适用性又使其具有法的特征,高校越来越重视规范性文件效力的管理。本文将探讨高校规范性文件的地位、作用与现存问题,初探其效力实现机制。

Normative documents are the cornerstone and basis of the rule of law in universities.Though they do not have the attribute of law,they have the general binding force,repeated applicability,which make them have the characteristics of law.Universities pay more and more attention to the management of normative document.This paper will research the status,function and existing problems of normative documents in colleges and universities,and explore the mechanism of their effectiveness.
