1937年8月共产国际领导人季米特洛夫首次提出从国际委派干部到中国。三个月后,王明回国。这篇发言稿成为了解共产国际派王明回国意国的一篇重要文献。共产国际认为,需要派忠实其路线的干部帮助中国共产党顺利实现抗日民族统一战线政策的大转变。

In August 1937, Mitroff, the Communist international leader, first proposed from international appointing cadres to China. Three months later, Wang Ming returned home. This speech has become an important document to understand Wang Ming's return to the motherland. The Comintern believes that the cadres who are loyal to their line need to help the Communist Party of China achieve a great change in the policy of the Anti Japanese national united front.
