我国流动儿童政策的演进过程与特点研究

A Study on the Evolution and Characteristics of the Migrant Children's Policies in China

流动儿童在城市面临各种困境,如何更好地协助其个体发展成为社会各界关注热点。完善流动儿童政策有利于改善儿童生存和发展环境。20多年间,国家层面流动儿童相关政策经历萌芽期、觉醒期、发展期、深化期四个阶段。流动儿童政策在内容、主体、对象、保护方法四方面实现了转向,但也存在政策对象针对性不强、政策视角"问题导向"明显、政策评估科学性不足等问题,建议在此三方面进一步调整。

The migrant children are facing various problems in the city,how to better assist the individual development has become an important issue. The improvement of policies helps to improve the survival and development environment. During the 20 years, it has four stages: germination period, awakening period, development period, deepening period. The policy of mobile children has turned to four aspects in contents, subjects, objects and methods of protection. However, there are still some problems such as the lack of targeted policy objects, the obvious "problem oriented" in policy perspective, and the lack of scientific evaluation of policies. It is suggested that we should further adjust these three aspects.
