随着科学技术的不断发展,互联网已经逐渐发展成为人民日常生活中不可或缺的主要信息工具,信息的发布与传播皆依赖互联网这个载体才能得以加速运行。尽管信息的采集、开放程度以及保密性使得互联网成为一种比较公平的信息载体,但是,由于网络信息具有难以掌控的特性,这就为人类社会带来了诸多问题,网络语言暴力就是其中一种表现形式。网络语言暴力作为一种恶劣的网络交流现象,不仅仅破坏了网络环境的健康发展,更会对人类身心的健康发展和社会的和谐稳定产生负面影响。例如"人肉搜索"所衍生的网络暴力已经将这种网络负面影响从网上传递到网下,并带入现实生活之中,这不但破坏了人民的正常生活秩序,更不利于法治社会的构建。本文从吸收外来国际经验和丰富本土实践两方面着手,通过对网络暴力案件的成因与影响进行深入分析,进一步提出保护网民合法权益与维护绿色网络环境的有效举措,以促进我国互联网的将康发展与进步。

With the continuous development of science and technology, the Internet has gradually developed into an indispensable information tool in people’s daily life, and the publication and dissemination of information depend on the Internet as a carrier to speed up its operation. Although the collection, openness and confidentiality of information make the Internet a fairly fair information carrier, because of the uncontrollable nature of network information, it has brought many problems to human society. Network language violence is one of the manifestations. As a bad phenomenon of network communication, network language violence not only destroys the healthy development of the network environment, but also has a negative impact on the healthy development of human body and mind and the harmony and stability of society. For example, the network violence derived from 'human flesh search' has already transferred this kind of network negative influence from the net to the net, and brought it into the real life, which not only destroyed the normal living order of the people, but also unfavorable to the construction of the society ruled by law. From two aspects of absorbing foreign international experience and enriching local practice, this paper analyzes the causes and effects of cyber violence cases, and further puts forward effective measures to protect the legitimate rights and interests of Internet users and to maintain the green network environment. In order to promote China’s Internet will be healthy development and progress.
