关于我国招投标法律制度完善的思考

招投标制度在我国改革开放大背景下,大约20世纪70、80年代开始实行的,与西方国家比较起步较晚。自2013年以来,我国经济迎来了全面发展的新阶段、新面貌、新格局。社会主义市场经济在我国资源配置中开始发挥决定性作用,注定使政府的简政放权成为必然。2017年是我国经济结构改革的攻坚之年,面对经济下行各方面遭遇瓶颈的状况,招投标制度作为市场经济中配置资源的一种重要方式更加应该受到重视,关注招投标制度中出现的问题,完善招投标法律法规,规范招投标制度成为必然。本文基于这样的国情背景,来对招投标法律制度进行完善。

The bidding system began in the 70 and 80s of twentieth Century in the context of China’s reform and opening up.Compared with western countries,the bidding system started late.Since 2013,China’s economy has ushered in a new stage,new look and new pattern of all-round development.The socialist market economy plays a decisive role in the allocation of resources in China,which is bound to make the government’s decentralization and decentralization inevitable.2017 is the year of economic restructuring in China.In the face of the bottleneck in all aspects of the economic downturn,the bidding system should be paid more attention as an important way to allocate resources in the market economy.It should pay attention to the problems in the bidding system,improve the laws and regulations of the bidding and standardize the bidding system.Inevitable.Based on such a national background,this article will improve the legal system of bidding.
