水资源管理制度关键技术问题研究

Research on Key Technical Problems of Water Resource Management System

实行最严格的水资源管理制度是2009年全国水利工作会议上被提出,2011年中央正式下达一号文件《关于加快水利改革发展的决定》,从而使得水资源管理制度体系及重要内容得以界定。水资源制度建设可以说是提升水资源管理效率、促进社会快速稳定发展的重点工作,并且也是未来任何时期内国家不可忽视的一项重要内容,本文主要围绕水资源管理制度及关键技术展开研究与讨论。

The implementation of the most stringent water resources management system was put forward at the national water conservancy conference in 2009. In 2011, the Central Committee formally issued a document 'the decision on speeding up the reform and development of water resources', so that the system of water resources management system and important content could be defined. Water resources system construction can be said to be the key work to improve the efficiency of water resources management and promote the rapid and stable development of the society. It is also an important content that the country can not ignore in any period of the future. This paper focuses on the research and discussion about the water resources management system and key technologies.
