从供给侧改革角度谈黑龙江养老产业存在的问题

黑龙江省自2005年进入老龄化社会以来,老龄化程度日渐提高,由于计划生育国策的实施,子女养老观念的日益淡薄等因素的影响,传统的家庭养老功能逐渐减弱,而社会养老机构有不完善,不仅在数量上而且在服务质量和服务项目上都难以得到保障,因此养老问题显得尤为突出,养老服务水平有待提高,为促进黑龙江省养老产业的持续健康的发展,结合中央频繁提到的供给侧改革思路,以黑龙江现有的养老机构作为调查对象,分析黑龙江养老产业的发展现状,指出存在的问题并分析原因,推动养老事业健康发展,提供多元化养老模式,提高服务效率,完善养老服务体系。

Because of the implementation of the national policy of family planning and the influence of the children’s concept of providing for the aged, the traditional family pension function has gradually weakened. The social pension institutions are not perfect, not only in terms of quantity, but also in the quality of service and service items are difficult to be guaranteed, so the pension problem is particularly prominent, the level of pension services need to be improved, In order to promote the sustainable and healthy development of the pension industry in Heilongjiang Province, combined with the supply-side reform ideas frequently mentioned by the central authorities, taking the existing pension institutions in Heilongjiang Province as the object of investigation, the paper analyzes the current situation of the development of the pension industry in Heilongjiang Province. The existing problems are pointed out and the reasons are analyzed to promote the healthy development of the old-age service, to provide diversified pension models, to improve the service efficiency and to perfect the old-age service system.
