《史记》乃司马迁的"发愤之作",其中寄托了作者"究天人之际,成一家之言"的情怀,在记述历史的同时包含了作者的深刻思考,《史记·秦本纪》中记录了秦国的历史,司马迁在记述秦国的兴衰发展中,极力赞扬了秦穆公重视人才,尊重人才,任人唯贤,并且知错能改等可贵的品质,体现了司马迁的人才观。

Historical Records is Sima Qian’s'indignant work',in which the author’s feelings of'investigating heaven and man and becoming a family’s word'are reposed,it contains the author’s deep thinking while describing history,The History of Qin Dynasty is recorded in Qin Discipline.Sima Qian,in describing the rise and fall of Qin Dynasty,praised emperor Mugong of Qin Dynasty for his valuable qualities,such as attaching importance to talents,respecting talents,appointing talents only,and knowing mistakes and being able to change,which embodied Sima Qian’s view on talents.
