摘要 随着北极自然环境变化和地缘政治变迁的加剧,科技发展对中国参与北极治理的支持作用愈发凸显。采用战略管理中的SWOT-PEST分析范式构建分析框架,从政治、经济、社会、科技四个方面对中国北极科技发展的内部优势、内部劣势、外部机遇、外部风险进行分析,可以发现中国北极科技发展面临的优势与劣势并存,机会大于风险。因此,应当妥善处理内部风险,抓住外部机遇,从国际、国内两个层面加快政府、科学家群体、社会公众等科技主体的发展,以实现中国北极科技发展的转型升级。 As the natural environment and geopolitical changes have been intensified, the scientific and technological development plays an increasingly prominent role in China’s participation in the Arctic region governance. This paper, adopting SWOT-PEST analysis paradigm in strategic management, constructs an analysis structure, intended to analyze China’s inner advantages and disadvantages, external opportunities and risks in this respect in terms of political, economic, social and technological aspects. It concludes that China’s scientific and technological development is faced with both advantages and disadvantages, and with more opportunities than risks. Thus, we should deal with the internal risks properly while grasping the external opportunities, and we should promote the subjects such as the government, the scientists as a group and the public at national and international levels in order to transform and upgrade China’s scientific and technological development in the arctic region.
