The New Trend of Myanmar's Foreign Investment and China's Countermeasures in 2017/2018 Fiscal Year

2017/2018财年,缅甸吸引外资总量持续下降,且未达到政府预期目标;新加坡蝉联缅甸外资榜首,中国投资止跌回升,并雄居缅甸外资存量首位,西方发达国家仍持观望态度,投资承诺难以兑现;缅甸外资结构呈现优化态势,制造业、房地产、交通与通讯等领域成为主导。缅甸国内经济基础薄弱、国际投资环境较差、政治和平进程滞缓、民族宗教矛盾尖锐、政府国家治理能力有限等成为了引资乏力的重要内因。新时期,中缅两国亟需增进政治互信,完善顶层设计,推进战略对接;对缅甸投资活动应关注地方社会需求及趋势;统筹优化投资领域与地区布局,侧重民生领域;合理调整投资方式与手段,着力转向中小型项目;切实履行企业社会责任,重视"本土化"战略;加强国际联合投资,分散风险集聚,实现中缅投资合作可持续健康发展。

In 2017/2018 fiscal year, the general volume of Myanmar’s foreign investment attracted was in a continuous downturn, and did not reach the expected goal of the government, among which Singapore topped again while China’s investment began to rally and stock ranked first. But the western developed countries still take a wait-and-see attitude with their investment promises hardly realized. Myanmar’s foreign investment structure has been optimized, with manufacturing, housing, traffic and communication becoming the leading areas. The important internal causes of less foreign investment lie in the weak domestic economic basis in Myanmar, terrible international investment environment, slow peace process, sharp ethnic and religious contradictions, and limited ruling abilities of the government and so on. In the new period, China and Myanmar should urgently enhance mutual political trust, improve the top-level design and push the strategic butt-joint. Make sure that the investment activities should meet the regional social needs and trends, optimize investment areas and regional structures, put particular emphasis on people’s livelihood, adjust investment ways and means, turn to middle and small programs, undertake the social responsibilities of enterprises, attach importance to localization strategy, strengthen international joined investment, and decentralize risk accumulation so as to realize the sustainable and healthy development of investment cooperation between China and Myanmar.
