群体性行动的实质是非制度化的利益表达。产生的原因在于利益分配失衡导致社会不满情绪的积累、阶层固化阻碍利益的实现、权力越界致使利益受损等。其治理必须通过改革利益分配格局共享改革红利、破除固化藩篱构筑有序流动社会、规范政府权力维护公众的合法利益等。

The essence of collective action is the expression of non-institutionalized interest. Reasons lie in the fact that unbalanced profit distribution leads to the accumulation of social discontent, class solidification hinders the realization of the interests, power across the border damages the interests, etc. To resolve the problem, we must reform the interest distribution pattern to shared dividend, dispel solidification barriers to build orderly flow society, and regulate the government power to maintain the legitimate interests of the public.
