新常态下社会救助的功能拓展与整合

Function development and integration of social assistance under the new normal

社会救助是我国社会保障体系的三大基础之一,新中国成立以来,在长期的社会救助工作实践基础上,探索建立了中国特色的社会救助体系,在保障困难群众生活、维护社会和谐稳定、增强社会凝聚力、促进社会公平正义等方面发挥了重要作用。不同历史时期,社会救助要解决的困难和自身建设随着社会发展水平的提高和社会制度的变迁而变化,一方面社会救助的功能不断拓展,更好地满足了困难群众的救助需求,另一方面国家和社会的社会救助能力和困难群众的社会救助需要之间的矛盾也不断发展。十八大之后,经济社会发展步入新常态,社会救助事业面临着新形势的挑战,如,造成贫困的社会因素复杂化、社会救助需求多样化、贫困问题的负面影响扩大化等等,需要以改革创新的精神在进行社会救助体系自身建设基础上,强化社会救助功能的拓展和整合,更好满足困难群众的救助需要,发挥好社会救助的"安全阀"作用。

Social assistance is one of the three basic social security system in our country, since the new China was established, based on the practice of social assistance of the long-term, explore the establishment of the Chinese characteristics of the social assistance system, play an important role in the protection of the difficulties of the masses living, maintaining social harmony and stability, enhance social cohesion, promote social equity and justice. In different historical period, social assistance to solve the difficulties and its construction with the changes to improve the level of social development and social system, on the one hand, social assistance function continues to expand, the better to meet the difficulties of the masses of the relief needs, on the other hand, the contradiction between social assistance and social assistance to needy people also developed. After the 18th party congress, the economic and social development has entered a new norm, social relief work is facing the new challenges, such as the social causes of poverty, the negative impact of complex, social assistance demand diversification, the expansion of the poverty problem and so on, need to be in the spirit of reform and innovation in the social assistance system of their own on the basis of the construction, development and integration strengthen the function of social assistance, to better meet the needs of poor people relief, play a good social assistance "safety valve" role.
