“一带一路”战略背景下人民币跨境使用研究——基于四大自贸区与中哈合作中心跨境人民币政策的分析

Cross-border Use of RMB Research under the Background of "One Belt and One Road" :Based on the analysis of the cross border RMB policy in the four largest FTA s and China-Kazakhstan Cooperation Center

2014年12月,中央经济工作会议将实施"一带一路"上升为国家战略,成为我国未来构建开放型经济新体制的重要支撑。在此背景下,多边贸易与投资使用人民币的领域和范围将呈现逐步扩大趋势。本文通过分析跨境人民币政策实施过程中的存在的主要问题,依托四大自贸区及中哈合作中心现有的政策优势,提出在"一带一路"战略背景下进一步推动人民币跨境使用的新思路,以加快促进人民币国际化进程,努力提升人民币在全球货币竞争格局中的地位。

In December 2014,the central economic work conference upgrades the implementation of the One Belt and One Road into a national strategy,which has become an important support for the construction of the new system of open economy in China in the future.Under this background,the field and scope of multilateral trade and investment in the use of the renminbi will show a trend of gradually expanding.Through the analysis of problems in the process of cross-border RMB policy implementation and based on the existing policy advantages in four FTAs and China- Kazakhstan Cooperation Center,this paper puts forward new ideas in the background of ' One Belt and One Road' strategy so as to further promote cross-border use of RMB,accelerate the process of internationalization of the RMB and improve the RMB status in the global monetary competition.
