创新新疆基础设施投融资机制的发展思路研究

Research on Investment and Financing Mechanism of Infrastructure Construction in Xinjiang

新疆地处西部边陲,经过西部大开发战略以中央新疆工作座谈会,新疆基础设施建设得到快速发展,但与内地省区还有一定的差距。本文从当前新疆基础设施建设的基本现状入手,延伸到新疆基础设施建设投融资的现状和特点,分析了当前新疆基础设施投融资体制存在的主要问题,通过借鉴国外相关的成功经验,提出了应通过拓展融资渠道、创新融资平台与融资模式,以及建立良性的投融资机制等措施,促进新疆基础设施投融资体制机制的建设与创新,为突破制约新疆基础设施建设的融资瓶颈,加快推进新疆跨越式发展和长治久安战略的实施提供了建设性的意见。

Infrastructure requires huge funds,it is not enough by government financial input alone,it is the inevitable choice for us to innovate investment and financing system,broaden financing channels,recommend diversify financing and market- based financing.But there are some problems with the investment and financing system of infrastructure in Xinjiang,including the subjects of investment and financing are weak,the styles of investment and financing are more a single,the support measures of investment and financing are inadequate,financial reimbursement mechanism is missing.Based on the study of foreign infrastructure construction mode,we will put forward suggestions and measures to improve the infrastructure construction and financing situation in Xinjiang.
