金融服务农业供给侧结构性改革的思考——以湖南永州为例

On Financial Service Support Agricultural Supply Side Structural Reform:Evidence from Yongzhou

农业供给侧结构性改革是瞄准农业发展问题所提出的针对性、战略性举措,是我国总体供给侧改革中的重要一环,也是整体经济改革稳步推进的重要基础,离不开金融服务的参与和支持,同时也将为金融服务发展提供动力和空间。本文立足于永州市金融服务农业供给侧改革的实践经验,认为信贷供给不能满足"三农"融资需要、金融风险保障机制不完善、金融生态环境不优将成为影响金融服务农业供给侧结构性改革效果的重要掣肘,并就金融服务农业供给侧结构性改革提出政策建议。

The agricultural supply side structural reform is not only the proposed targeted,strategic initiative which is aimed at the agricultural development,but also an important part of China's overall supply side reforms and the overall economic reform.It is inseparable from the participation and support of financial services,and will provide the motivation and space for the development of financial services in the same time.Based on the the agricultural supply side reform of Yongzhou,we believe the credit supply can not meet the 'three rural' financing needs.In addition,imperfect financial risk protection mechanism and financial ecological environment will become an important restriction factor that affects the agricultural supply side structural reform.Finally,we put forward policy recommendations on the agricultural supply side structural reform.
