金融支持中哈霍尔果斯国际边境合作中心贸易金融服务离岸自由区建设研究

Study on the Construction of Trade and Financial Services Offshore Free Zone Supported by Finance in China-Kazakhstan Horgos International Border Cooperation Center

离岸金融市场自本世纪60年代在欧洲形成以来,这种新型的金融业务已经显示出强大的生命力,建立区域性离岸金融中心和离岸金融市场已经成为各国金融竞争的核心。中哈霍尔果斯国际边境合作中心(以下简称合作中心)是世界上首个跨境经济贸易区和投资合作中心,其"境内关外、跨境自由、封闭运行"的独特区位和功能性质为开办离岸业务创造了先决优势和条件,利于激发经济增长活力,提高区域金融国际竞争力。本文通过研究国际离岸金融中心的特点和模式,结合合作中心的战略定位和发展方向,分析提出合作中心构建贸易金融服务离岸自由区的路径和建议,充分发挥合作中心向西开放重要窗口功能,辐射带动丝绸之路经济带的建设和发展。

As offshore financial market has shown the strong vitality since its establishment in the 60^(th) of this century in Europe,the establishment of regional offshore financial center and offshore financial market have become the core of national financial competition.China-Kazakhstan Horgos International Border Cooperation Center(hereinafter referred to as the Center) is the world's first cross-border economic trade and investment cooperation center,whose unique location and functional properties such as outside the customs territory,cross-border freedom,closed operation create the preconditions advantage and conditions for the establishment of offshore business and are conducive to stimulating economic growth vitality and improving the international competitiveness of regional finance.This paper analyzes and put forward the approach and suggestion of building trade and financial services offshore free zone through the study of the features and modes of international offshore financial centers,combined with Center's strategic positioning and direction of development,giving full play to its important window function of opening to the West and radially driving the construction and development of Silk Road Economic Belt.
