地方政府债券发行管理存在的问题、国际经验与启示

The Problems and International Experience of Local Government Bond Issuance Management

自2009年3月地方政府债券试点以来,我国地方政府债券发行规模不断扩大,2016年发行量超过了6万亿。在规模不断扩大的同时,地方政府债券的发行管理也暴露出一些问题。本文通过分析我国地方政府债券发行的有关情况,通过借鉴美国、日本等国家的成熟经验,为完善我国地方政府债券发行管理机制提供建议。

Since the pilot of local government bonds in March 2009, the scale of China' s local government bond issuance has been expanding, and in 2016 it has exceeded 6 trillion. At the same time, the local government bond issuance management also exposed some problems. Through the analysis of the relevant situation about China ' s local government bond issuance and drawing some lessons from the United States, Japan and other countries, this paper provides some suggestions to improve the local government bond issuance management of our country.
