去产能背景下老工业城市经济转型发展路径选择——以鞍山为例

2017年,中国供给侧结构性改革迈入深化之年,深入推进"三去一降一补"是经济工作中的重中之重。去产能作为"五大任务"之首,对经济的转型发展意义重大。然而,对于大部分已形成资源依赖惯性的老工业城市而言,去产能往往直指其曾经长期倚重的传统主导产业,给经济发展带来了深层压力。在此情形下,如何把握去产能和谋发展的关系,找到两者的最佳结合点和发展的有效驱动力,是此类老工业城市在转型发展中亟待解决的问题。本文将以鞍山为例,分析去产能背景下老工业城市面临的困境与问题,以进一步探索实现转型发展之路。

In 2017, China's supply side structural reform entered a deepening year, and further promoting " three go, one drop, one subsidy" has become a top priority in economic work. As the first of the five major tasks, to reduce excessive industrial capacity is of great significance to the transformation and development of the economy. However, for most old industrial cities which have relied on resource dependence, the production capacity tends to direct at the traditional leading industries which has been relied heavily on during a long period of time in the past, which brings deep pressure to the economic development. In this case, how to grasp the relationship between capacity and development, find the best combination of the two points and the effective driving force of development, is the problem that the old industrial city needs to solve in the process of transformation and development. This paper will take Anshan as an example, analyze the difficulties and problems faced by the leading industry of the old industrial city in the background of reducing capacity, and then explore the way to realize the economic transformation and development.
