发展农村普惠金融与乡村振兴——理论阐释、国际经验与政策建议

Developing Rural Inclusive Finance and Rural Revitalization:Theoretical Interpretation,International Experience and Policy Suggestion

实施乡村振兴战略离不开金融的支持,尤其是要发挥农村普惠金融对推动乡村振兴的支撑力量。本文从理论上阐释了农村普惠金融与乡村振兴之间必须协同发展,形成相辅相成、相互促进的关系,同时对印度、巴西两个主要的发展中国家及日本、韩国两个和我国地缘结构相似国家的经验做法予以重点说明,在此基础上提出了政府要加强国家普惠金融与乡村振兴的政策协同性、创造农村普惠金融发展的环境、农村普惠金融的供给与乡村振兴的金融需求相匹配及充分利用农村专业合作社等中介组织加大农村普惠金融在乡村振兴战略推进中支农职能的政策建议。

The implementation of the rural revitalization strategy is inseparable from financial support, especially to play the supporting force of rural inclusive finance to promote rural revitalization. This paper theoretically explains the need for coordinated development between rural inclusive finance and rural revitalization, and the formation of mutually reinforcing and mutually reinforcing relationships. At the same time, it focuses on the experiences and practices of India, Brazil, two major developing countries, Japan and South Korea, and countries with similar geo-structures. On the basis of the proposal, the government should strengthen the policy synergy between the national inclusive finance and rural revitalization, create the environment for the development of rural inclusive finance, the supply of rural inclusive finance and the financial needs of rural revitalization, and make full use of rural professional cooperatives. The organization increased the policy recommendations for rural inclusive finance to support the agricultural function in the rural revitalization strategy.
