地方国资国企改革政策比较研究

A Comparative Studyon China’s Local SOE Reform Policies

2013年底以来,全国各地贯彻落实十八大报告和十八届三中全会精神,掀起了新一轮国资国企改革大潮,20多个省市出台了地方版的国资国企改革意见与办法。本报告对地方国资国企改革方案进行了梳理与对比,以了解各地对于国企改革、发展混合所有制的思路和想法。同时,本报告也对国企改革中的一些深层次问题进行了思考,包括党组织在国有公司治理中的定位问题、如何看待国有资产流失的问题、如何解决国企和民营资本对接的问题以及如何界定'优化国资布局'的概念等。最后本报告针对地方政府、国有企业、资本市场等不同主体进一步推进国企改革提出了一些建议。

Since the end of 2013,China has started a new round of SOE reform to implement the spirit of the 18 th Party Congress report and the Third Plenary Session of the18 th CPC Central Committee.More than 20 provinces have introduced local SOE reform policies.This report conducts a comparative study on local SOE reform policies.Meanwhile,the report also reflects on some deep-level problems of SOE reform,including the role of the Partyorganization in corporate governance,loss of state assets,the partnership of public and non-public capital,etc.Finally,the report puts forward suggestions for local governments,SOEs and the capital market so as to further promote the progress of SOE reform.
