金融扶贫是突破贫困均衡现象,解决'不平衡不充分'矛盾问题的有效杠杆。测度表明,金融扶贫政策对农户家庭经济收入具有明显的正向作用。金融扶贫贷款的投资用途对金融扶贫政策效果的影响具有差异性,获得贷款用于养殖和种植投资对家庭经济收益的增长效应更明显。研究发现,广西田东县家庭人口和家庭劳动力人口对家庭经济的作用非常强,贫困农户文化程度对家庭经济生产的作用显著,因此,财产性收入的增长、农业科技手段的推广应用以及教育扶贫应该成为金融扶贫支持的重要内容。更重要的是,在研究中也发现了金融扶贫政策对农户农业生产的短期效益更加显著的现象,可见,对于贫困农户内生动力和可持续性增收能力的提升,应该成为构建金融扶贫长效机制的重要着力点。

Financial poverty alleviation is an effective lever to break the balance of poverty and solve the imbalance and inadequate contradictions. Measurement shows that financial poverty alleviation policies have a clear positive effect on the household economic income of farmers. The investment use of financial poverty alleviation loan has different effects on financial poverty alleviation policy. The effect of obtaining loans for raising and planting investments on household economic benefits is more obvious. The study found that the family population and the working population of the county has a very strong effect on the family economy and the educational level of poor farmers has a significant effect on the family economic production. Therefore, the increase of property income, the promotion & application of agricultural science&technology and education poverty alleviation should become important content of financial poverty alleviation support. More importantly, it is also found in the study that the short-term benefits of financial poverty alleviation policies on farmers’ agricultural production are more significant. It can be seen that enhancing the living power and sustainability of poverty-stricken farmers should become the important focus of long-term mechanism of financial poverty alleviation.
