Has China's Foreign Investment Environment Deteriorated?

近年来,"中国投资环境恶化论"一直不绝于耳。透过对外商投资企业对华投资环境各种"抱怨"的归纳与性质分析,以及对"中国投资环境恶化论"产生的原因的深层剖析,可以看出改革开放三十多年来中国整体的投资环境随着中国经济的发展而不断变化,有些方面正逐步优化完善,但也有些方面仍存有缺陷亟待改善。

In recent years, there has been much discussion of a 'deterioration'in China's investment environment. In this paper, we summarize various complaints made by foreign-invested enterprises regarding China's investment environment. We analyze the nature of these complaints and conduct a thorough assessment of the root causes of this view. Since the reform and opening-up policies were launched over 30 years ago, the investment environment in China has been changing in step with the development of the Chinese economy. There have been gradual improvements in some areas while elsewhere there is a need for further efforts.
