摘要
改革开放以来,我国的住房制度改革和其他经济体制改革一样,已经取得了很大成绩,房地产业已成为国民经济中的支柱产业。但是,近些年来我国房地产领域出现了泡沫集聚、房价过高、土地消耗过快、住房困难与住房闲置并存等多方面问题。先后出台的一系列房地产调控政策收效并不理想。本文认为,我国房地产制度改革的成功在于我们实行了市场化的改革取向,而房地产市场目前所存在的诸多问题在于我国房地产领域里的市场化改革不彻底。为把我国房地产业引向长期理性健康发展的轨道,关键在于继续推进房地产领域里的市场化改革。
Like other economic system reforms, the real estate system reform in China has made great achievements since the reform and opening up. Nowadays, the real estate industry has become a pillar industry in national economy. However, in recent years, problems emerged in the industry including growing property bubbles, soaring housing prices, excessive land consumption, the coexistence of housing difficulties and high vacancy rate. A series of government interventions to rein in fast-rising property prices sees little effect. This paper argues that the success of real estate system reform can be attributed to the adoption of the market-oriented approach and problems exist in this industry is because the market-oriented reform is incomplete. In order to guide the industry to grow healthy and rationally in the long-term, continue to promote market-oriented reform is the key.
