Excessive development and continuous government spending have been the mainstays of financing highway construction.This has led to serious imbalances in costs and revenues,as well as low levels of operating efficiency and the consumption of a high levels of available resources.Applying the PPP(public-private partnership) model might be a more efficient way to promote highway development in the future.
