摘要
2014年12月,加拿大国会通过C-4法案,对其《移民与难民保护法》中技术移民条款进行大规模修改。新法案实质上对永久居民权的授予进行了限制。本文在介绍加拿大移民法改革的基础上,重点分析加拿大新移民法对来自中国的海外技术移民,加拿大境内临时中国技术工人等不同群体所造成的冲击。通过对比加拿大新旧移民立法,评述加拿大新移民法的利弊,并对未来中加两国之间高技术移民的逆向移民趋势和加拿大移民法未来发展方向进行预测。
The purpose of this research is to evaluate how the recent reform in the Canadian immigration law would influence the migration patterns of skilled workers between Canada and China.This thesis first explores the theoretical consideration of various migration patterns and applies these theories to ChineseCanadian immigration,and next illustrates how the latest changes in the Canadian immigration law influence the skilled migration patterns of Chinese immigrants.This research explains that whether Canada’s attractiveness and competitiveness for skilled workers of Chinese origin will be impaired under the new immigration laws and policies of both of the two countries,and predicts that the future trend of skilled immigration from China to Canada will decline.
