在建设项目预评价过程中,安全管理一般作为一个独立的单元进行评价;在评价方法的选择上,应用安全检查表法存在现实困难,因可行性论证阶段属于项目的筹建期,机构设置尚处于规划阶段,没有实质性进展。所以说应用因果分析法能把产生事故的原因及造成的结果所构成错综复杂的因果关系描述清楚,更便于建设者了解事故发生的因果关系,采取相应的防范措施,因此比检查表更适宜。

In the pre-construction project evaluation process ,safety management is evaluated as an independent unit .In selecting evaluation methods , there are practical difficulties in application security check-list method , due to feasibility stage project preparation period belong ,institutional settings is still in the planning stage ,there is no substantive progress .So Causality (Fishbone) diagram analysis can describe clearly the cause and result of the accident posed by complex causality , builders understand easily the relationship between the accident and take appropriate preventive measures , more appropriate than a checklist .
