摘要
由于江苏省化学工业行业挥发性有机物(Volatile organic compounds,VOCs)执行的GB 16297—1996《大气污染物综合排放标准》针对性不强,排放控制因子偏少,排放控制要求宽松,无法满足环境保护和行业健康发展的需求,江苏省环境保护厅和江苏省质量监督局联合发布了DB 32/3151—2016《化学工业挥发性有机物排放标准》。通过从标准制订的必要性、标准框架结构及适用范围、排放限值确定及对比分析、标准实施的环境效益和达标成本、标准实施建议等方面进行论述,对该标准主要内容进行了解读。
Released by Environmental Protection Department and Bureau Quality and Technical Supervision of Jiangsu Province, Emission Standard of Volatile Organic Compounds for Chemical Industry(DB 32/3151—2016) took effect. Because of Integrated Emission Standard of Air Pollutants(GB 16297—1996) implemented in chemical industries had the problems such as lack of pertinence, emission control factor and loose requirements, it is hard to meet the demand of environmental protection and healthy industry development. Besides introducing its necessity and significance, this paper also interpreted the standards in terms of the application scope, basis of the limit value determination, environmental benefits, economic costs of implementation and standard implementation recommendations.
