基于产能核算的耕地占补平衡研究——基于玉州区石和镇的实证分析

耕地占补平衡政策是实现我国耕地保护基本国策的一项基本制度。目前,耕地占补的质量平衡缺乏一定的测算标准和参考依据。为确保补充耕地质量数量与占用耕地的质量数量达到一个平衡,必须找到二者之间的转换关系,耕地产能核算成果得出了各等别耕地的产能,利用耕地产能测算各等别间产能折算系数可为耕地占补平衡提供折算标准。

Balance of farmland is the basic policy to realize the national policy of protecting farming land.Now,the quality balance of farmland was lack of calculation standards and reference warranty,and it was necessary to find the conversion relationship of farmland's quality and quantity balance.Throughput calculation can obtain each grade throughput of farmland.Using farmland throughput to calculate each grade conversion coefficient can provide calculation standard for the balance of farmland.
