本文分析了工程量清单计价模式下不平衡报价存在的根源及其影响,提出通过提高施工图的设计质量、确保工程量清单的质量、制定制约不平衡报价评标方法、科学签订施工合同、施工阶段严格控制工程变更等方法,应对不平衡报价。

The reason and effect of imbalance bidding are analysis based on bill quantity valuation method.Methods of controlling imbalance biding are proposed as the following:raising design quality of construction drawing;raising establishment quality of bill quantity;working out evaluation bidding method of controlling imbalance bidding;signing construction contract reasonally;controlling project change in constructing stage strictly and so on.
