摘要
国防交通体系调整改革的前提是明确的保障需求。为规范国防交通保障需求描述和完善需求开发机制,基于任务-能力匹配思想,提出交通保障需求开发的工程方法和各个阶段的主要工作内容,并以宝成铁路109隧道抢险为例进行演示分析,验证方法的有效性。
Specific support demand is the premise for adjusting and reforming national defense traffic system. To standardize the requirement description of national defense traffic and complete requirement development mechanism,the paper firstly proposes the engineering approaches of national defense traffic support requirement development and main work content in each stage based on task-ability matching. Then,it verifies the validity of the method through the case of 109 tunnel emergency of Baocheng railway.
