Accelerating Military Purchasing Reform to Achieve “Four Transformations”

为解决制约深化采购改革的矛盾和问题,从注重节资反腐向实现物有所值转变、从注重公平竞争向完善市场规则转变、从注重程序合规向专业化采购转变、从注重过程控制向强化结果评价转变等4个方面,分析深化改革后军队采购工作存在的问题与原因,并提出破解难题的解决办法。

To solve the contradiction and problems which restricting purchasing reform,the paper firstly analyzes the problems existing in military purchasing and the causes. Then,it proposes some resolutions from following 4 aspects: transforming from capital-saving and anti-corruption to value for money,transforming from emphasizing fair competition to completing market rules,transforming from compliance procedures to professional procurement,and transforming from emphasizing process control to intensifying outcome assessment.
