Construction of Civil-military Integrated Emergency Logistics Support Command System

为更好地适应国家军民融合建设发展战略,推进我国军民融合应急物流保障建设,针对当前我国军民融合应急物流保障指挥体系在指挥中枢、运行机制、配套制度等方面存在的问题,以我国军地双方现有法规制度、组织机构、行政架构为基础,构建从中央到地方的四级应急指挥体系,并对体系运行的相关机制建设和配套法规标准建设提出建议。

In order to better adapt to national civil-military integrated development strategy and promote the construction of civil-military integrated emergency logistics support,considering the current situation of inadequate command center,operation mechanism and supporting system in civil-military integrated emergency logistics support command system in our country,the paper firstly establishes a four-level emergency command system from central to local based on current laws and regulations,organizational structure,and administrative structure. Then,it puts forward some suggestions on related mechanism and regulations standard construction.
