为建立一支高效灵活、军民融合的国防海运力量,阐述了美国国防海运领导指挥体制及运行机制,并介绍美国国防海运相关部门的职责分工。指出应依据国防军事战略,科学制定国防海运发展规划;着眼多样化任务需要,建强军事海运力量体系;创新军民融合体制机制,统筹军地海运力量建设与运用;突出法制化决策管理,健全国防海运法规体系。

To provide a reference to the establishment of an efficient,flexible and civil-military integrated national defense sealift force of our country,the paper firstly examines the command system and operation mechanism of US national defense sealift capability,and introduces the responsibilities of related departments. Then,it puts forward some suggestions: such as developing a scientific plan on the basis of national military strategy,strengthening the force system according to diversified tasks requirements,constructing and using civil resources and military force as a whole,and perfecting the legal system for legalization decision and management.
