Regional Reserve System of Materials for National Defense Traffic Support

为适应国防交通保障领域改革需要,着眼实现国防交通物资储备军民融合、协调优化的目标,对区域化储备体系相关概念和构成要素进行分析,构建"区域保障、分级储备、联动响应、节点辐射"的军地双赢储备模式,提出推行国防交通物资区域化储备模式的关键问题和技术路径。

To meet the need of reforms in national defense traffic support field,and achieve the target of civil-military integration and collaborative optimization of defense traffic materials reserve,the paper firstly analyzes related concepts and elements of regional reserve system. Then,it designs a win-win reserve mode for military and civil with the features of region support,grading reserve,linkage response and node radiation. Finally,it proposes the key problems and technical paths to realizing the regional reserve mode of materials for national defense traffic support.
