为更好地推动新修订《中国人民解放军文职人员条例》的贯彻落实,确保文职人员制度改革全面精准落地,解析了《条例》以构建顺畅有序的人才进出机制、竞争择优的选人用人机制、清晰透明的职业发展机制、健全完善的培养开发机制、统分结合的日常管理机制、军地衔接的待遇保障机制等6项机制的主体内容。
To implement the new civilian staff regulation of PLA and put into effect civilian staff system reform,the paper analyzes the main contents of six mechanisms to be constructed in the new regulation: a smooth and orderly mechanism for talent introduction and dismissal,a competent and preferential mechanism for person selectness and employment,a clear and transparent mechanism for individual occupation development,a sound and perfect mechanism for talent cultivation and development,a centralized and decentralized mechanism for daily management,and a civil-military connected mechanism for welfare guarantee.
