提升士官人才"三位一体"培养体系建设效益,需要以系统的观点辩证思考、统筹规划、创新实践。提出在思想认识上,要认清体系构建"一体"要义、"三位"要素、"集成"要领的本质内涵;在方法策略上,要遵循一体化设计理念、集成一体化培养功能、健全一体化运行机制;在院校实践上,要优化基于"岗位指向"的任务规划、加强基于"能力本位"的教学建设、创新基于"三个面向"的质量管理。

To improve construction benefits of three-in-one education system for NCOs,the paper puts forward three suggestions. First,from the aspect of ideological understanding,it is necessary to grasp the connotation of essence of"one",elements of "three"and essentials of integration. Second,from the standpoint of method and strategy,it is essential to obey integrated design concepts,perform integrated training functions and perfect an integrated operating mechanism. Third,from the viewpoint of practice,it is imperative to optimize the post-oriented task programming,strengthen the ability-oriented teaching and innovate the "three-oriented"quality management.
