为满足军事运输任务的现实需要,着眼提升陆军战略投送能力,适应铁路运力调整变化,阐述加快推进陆军部队铁路自备车建设的必要性。从科学确定车型种类数量、合理选定建设发展模式、系统规划实现路径等方面梳理完善自备车发展的总体思路,并聚焦资金投入大、管理难度高、使用协调复杂等困难和问题,提出相应对策和建议。

To satisfy the needs of military transportation tasks,the paper responds to the adjustment and change in state’s railway transportation capacity,explains the necessity of speeding up the construction of army’s self-provided railway cars,forms an overall concept from the aspects of determining the number of different types,selecting development mode and planning realization path,and develops related proposals to solve the difficulties such as large capital investment,high management requirement and complex coordination.
