To strengthen the development of strategic projection carriers for our armed forces and create the capability commensurate with the position of great powers,the paper responds to the demands of national security,establishes the development objective,and develops several proposals such as rationally determining the scale and structure of transport means,developing new large-scale carriers and implementing national defense requirements for civil carriers.
