中美港口建设贯彻国防要求对标分析

Comparison Between China and America in Implementation of National Defense Requirements in Port Construction

针对我国港口建设贯彻国防要求基本情况与存在的问题,从贯彻国防要求标准、顶层规划与陆水配套衔接、军事运输能力与风险评估等3个方面对标美国港口国防建设内容,提出建设内容应当形成规范标准、开展港口军事运输能力与反脆弱性评估、注重港口国防建设的顶层设计等对策与建议,以推动港口军民融合建设更加科学、健康发展。

To drive the civil-military integrated port development to be more scientific and sound,the paper aims at present situations and existing problems in implementing national defense requirements in China’s port construction,compares the contents with America from technical standards,top-level planning and connection between land and water traffic,and military transportation capability and risk evaluation,and based on our current states,develops some proposals such as standardizing the construction contents,assessing military transport capability and bottlenecks,and highlighting the top-level design of the ports with national defense functions.
