为科学构建空中战略投送保障体系,提高空中战略投送能力,从系统科学的角度分析空中战略投送保障体系建设的外部环境,审视空中战略投送能力保障体系在要素、结构方面存在的问题,从抓好顶层设计、完善运行机制、强化体系要素、优化系统结构等4个方面,提出加强空中战略投送保障体系建设的对策。

To establish a scientific strategic airlift support system,the paper uses system science method to analyze the external environment of such an establishment,examines the problems in the elements and structure,and develops some proposals from top-level design,operating mechanism,system elements and architecture.
