提高青藏铁路战时装卸载能力的思考

Thoughts on Improving Loading and Unloading Capacity of Qinghai-Tibet Railway in Wartime

为解决制约青藏铁路战时输送能力的短板,把青藏铁路运输潜力快速转换为装卸载实力,基于青藏铁路装卸载能力结构中的不稳定因素分析,梳理装卸载潜力快速转换面临的现实问题,提出提高青藏铁路战时装卸载能力应建立统一的组织领导机构,规范无人值守车站展开作业秩序;纳入铁路改造扩容规划计划,完善并配套军用装卸载站条件;组织军路一体联保联训,打造突击装卸载专业保障队伍;注重军交保障装备的改造升级,构建突击装卸载装备体系等对策与建议。

In order to overcome the shortcomings restricting the wartime transport capacity of Qinghai-Tibet Railway and transform the transport potential of Qinghai-Tibet Railway into loading and unloading capacity rapidly,the paper firstly analyzes the unstable factors in loading and unloading capacity structure of Qinghai-Tibet Railway.Then,it summarizes current problems in rapid transformation of loading and unloading potentials.Finally,it puts forward several suggestions on improving loading and unloading capacity of Qinghai-Tibet Railway,such as standardizing the operation order of unattended stations through building unified leading organizations,introducing military requirements into railway conversion and expansion plan to improve the conditions of loading and unloading stations,organizing joint training of military and road to build a professional support team,and paying attention to the transformation and upgrading of military transportation support equipment and constructing a system of loading and unloading equipment.
