摘要
食品安全的公共物品特性要求政府必须承担起监管者的角色。经过2013年以来的政府机构改革与调整,我国逐步实现了由食品药品监督管理部门对食品安全进行统一监管的格局,然而我国食品安全监管尚未能完全满足时代发展的要求。完善食品安全政府监管的路径有:改变执政理念,严格依法行政;加强日常监管,正确处理监管与执法的关系;发挥市场机制作用,保障社会公众充分参与。
The public goods characteristic of food safety requires the government to assume the role of regulator.After the reform of government institutions and adjustment since 2013,China has gradually realized the food safety supervision by food drug supervision administration. However,China's food safety regulation is also not fully meets the requirements of the times. The path to improve the government supervision of food safety lies in three aspects:the change in philosophy,strict administration according to law; strengthen the day-to-day supervision,correctly handle the relationship between supervision and law enforcement; play the role of market mechanism,promote and guarantee the full participation of the public.
