A Breakthrough Is Needed in the Current Economic Reform

根据十六大报告精神,新世纪头20年,我国要集中力量全面建设小康社会,在经济领域就要做到国民经济持续快速健康发展,20年经济总量翻两番,年均增长7.2%,基本实现工业化和城市化。因此必须坚持和完善我国社会主义初级阶段的基本经济制度,深化国有资产管理体制改革,深化国有企业改革,健全现代市场体系,继续转变政府职能,改善宏观经济调控,深化分配制度改革与健全社会保障体系。从根本上消除束缚生产力发展的体制性障碍,为经济的快速发展提供强大的动力,完成全面建设小康社会的宏伟任务。

According to the report of the CPC16th Congress,in the first two dec ades of this century,the country will focus on the building of a well-to-do soc iety,e nsuring the quick and health development of national economy.Till the end of the first two decades,the economic yield will be four times that of the present,w ith an annual increase of7.2%.indus-trialization and urbanization will also be achieved.So the basic economic system should be maintained and gradually com-pl eted in the preliminary stage of socialist society.Besides,something must be do ne to complete the reform of government assets supervision system,to deepen the enterprise reform,to transform the function of the government,to deepen the r e-form of distribution system and complete the social insurance system.We shoul d also make efforts to clear away system-caused barriers which affect the develo pment of productive force,thus to provide incentives for the economic developme nt and ensure the accomplishment of building a well-to-do society.
