摘要
在城市功能空间分化明显、交通需求多样的背景下,不考虑城市区域差别编制的综合交通规划在引导城市发展、解决交通矛盾方面的作用日渐式微,也与基于社会公平的城市公共服务设施规划理念不符。为此,厦门市探索将"差别化综合交通规划理论与技术"系统性地应用于停车规划与管理对策中,提出了相对完整的差别化规划与对策体系,确定了合理的全市停车场建设规模、分区布局及停车场管理政策,合理限制与引导机动车的使用。
In the context of urban functional space differentiation, the traditional transport planning in urban area is not enough for solving traffic conflicts. The city of Xiamen explored the 'differential integrated transport planning theory and technology' system and parking planning and management strategies, We put forward a relatively complete system of different planning and countermeasures including the reasonable city park construction scale, zoning layout and parking management policies, reasonable restrictions and guide of the use of motor vehicles.
