我国加入WTO后,作为服务贸易之一的医疗卫生服务在市场准入方面已经没有太多限制,由此形成的外国服务提供者与我国医疗卫生服务部门的竞争,必然促进我国医疗卫生服务部门凸显服务优势,提升市场竞争力,而在WTO规则下加强法制建设是达此目标的重要举措。其间涉及的问题包括在制度上加速医院体制改革,加快技术创新步伐,提高服务质量及注重卫生质量检疫等。
