本文从资产证券化的国际发展态势入手 ,深入分析了中国推行资产证券化的战略意义、条件、困难与障碍及相应的对策。其基本观点是 :面临加入 WTO的严峻挑战 ,中国应尽快引入资产证券化这一重要的金融创新工具 ,以基础设施收费和住房按揭市场作为切入点 ,逐步启动整个资产市场 ,并以此作为继“债转股”后 。

Based on the international development situation of Asset Securities, the article deeply analyses the strategic significance, condition, difficulties, obstacles and the appropriate countermeasures of carrying out asset securities in China。The authors basic viewpoint is that facing the severe challenge to join WTO, as an important financial innovation instrument, the asset securities should be immediately introduced into China. The infrastructure toll and housing mortgage financing should be taken as the beginning of the development of asset market. The above viewpoint is an important strategic selection after the “Debt-to-Equity” policy to the dilemma between solving the difficulties of State-Owned enterprises and safeguarding all the loans of State Banks.\;
