精准扶贫视域下中部六省公共文化服务均等化水平的测度与分析

Measurement and Analysis of Equalization Level of Public Cultural Services in the Six Central Provinces under the Perspective of Accurate Poverty Alleviation

文化扶贫是落实精准扶贫战略的重要举措,进一步实现城乡公共文化服务均等化不仅是文化扶贫的主导路径,更是当前服务型政府的主要工作之一。立足于中部六省比较的视角,通过熵权法和基尼系数法对中部六省份2014-2016年的公共文化服务综合水平和均等化程度进行测度分析,研究发现:2014-2016年中部六省公共文化服务综合水平呈现"V"波动演化趋势,公共文化服务综合水平由高到底排序依次为:山西省、湖北省、河南省、湖南省、安徽省和江西省。另外,中部六省整体公共文化服务均等化程度较高,但江西省离整体均值的差距较显著。最后,根据实证研究结果,设计出提升中部六省公共文化服务建设水平的政策建议。

Cultural poverty alleviation is an important measure to implement the precise poverty alleviation strategy.Further equalization of urban and rural public cultural services is not only the dominant path of cultural poverty alleviation,but also one of the main tasks of the current service-oriented government.Based on the comparative perspective of six provinces in central China,this paper measures and analyses the comprehensive level and equalization degree of public cultural services in six provinces in central China from 2014 to 2016 by using the method of entropy weight and Gini coefficient.The study finds that:from 2014 to 2016,the comprehensive level of public cultural services in six provinces in central China presents the trend of 'V' fluctuation and evolution.The order of comprehensive level from high to low is Shanxi,Hubei,Henan,Hunan,Anhui and Jiangxi.In addition,the overall equalization of public cultural services in the six provinces in the central region is relatively high,but the gap between Jiangxi Province and the overall average is becoming more and more significant,which is the main contributor to the uneven comprehensive level of public cultural services in the central region.Finally,according to the results of empirical research,we design policy recommendations to improve the level of public cultural service construction in six provinces in central China.
