上海市奉贤区公共场所控烟监测结果分析

Analysis on the Monitoring Results of Smoking Control in Public Places in Fengxian of Shanghai

目的了解《上海市公共场所控制吸烟条例》(下称《条例》)规定的各类公共场所实施控烟的情况,为政府制定控烟政策、策略提供依据。方法采用观察法对全区教育机构、卫生医疗机构、餐饮娱乐场所等《条例》中规定的总计17类场所,共108处监测点进行连续控烟监测。结果《条例》实施后,公共场所控烟环境情况较《条例》实施前都有明显改善。其中《条例》实施后半年改善情况最为明显,控烟宣传资料的设置增加到67.6%,控烟举报电话的设置增加到66.7%,烟具设置减少到40.0%。但是公共场所吸烟相关行为情况并没有明显改变。结论《条例》实施后,奉贤区各类公共场所的控烟环境已经明显改善,但是《条例》的执行依旧存在一定问题。

Objective To understand the implementation quo status of Regulation for Tobacco Control(Regulation) in various public places, to provide a basis for the government to formulate policies, strategies of smoking control. Methods By the method of inspection, a total of 108 monitoring points in 17 kinds of places were selected for continuous monitoring of tobacco control, including education, health and medical institutions, catering and entertainment places and others in the provisions of Regulation. Results After the implementation of Regulation, the public tobacco control environment was improved dramatically. There had the most obvious improvement in half a year after the implementation of the regulations. The tobacco control advocacy data increased to 67.6%. Tobacco control report telephone set increased to 66.7%. And smoking set was reduced to 40.0%. But the behaviors of public smoking did not change. Conclusion After the implementation of the Regulation, the smoking control environment has improved significantly in various public places in our district, but there still had certain problems.
