随着教育改革进程的加速,新型教育智库的作用将变得越来越大,建设为教育改革提供咨询,服务教育决策的新型教育智库尤为重要。文章对新型教育智库的特征、功能和建设策略等问题进行了探析,提出新型教育智库要有智库特征,是点子库、人才库和资源库;要有教育特征,聚焦教育问题、服务教育决策;要有时代特征,体现移动互联网时代的技术、创新思维和视角。指出了新型教育智库是教育问题可行性方案的制定者、创造性思维的激活者、前瞻性问题的提出者、有向性舆论的引导者。最后提出了新型教育智库要扩大影响力、提升专业化和保持中立性的建设策略。

As the process of education reforms quickens, the role of new-style education think tanks is getting more and more important. It is of particular importance to establish new-style education think tanks that provide consultancy for education reforms and serve educational policy-making. This paper explores the features, functions and building strategies for new-style education think tanks. It puts forward that a new-style education think tank should have the characteristics of a think tank in that it is a provider of good ideas, a brain bank and a resource pool. It should possess the characteristics of education in that it focuses on educational issues and serves education policy-making. It should also reflect the characteristics of the times in that it embodies the technology of mobile internet era, innovative thinking and perspectives. This paper points out that new-style education think tanks are a producer of feasibility plans for educational issues, an activator of creative thinking, a contributor of forward-looking questions, and an effective guide of public opinion. Finally, the paper proposes a few building strategies for new-style education think tanks, such as extending influence, improving professionalism and maintaining neutrality.
